• Regarding tests conducted/samples drawn by unauthorised pollution laborateries : -
Recently, there are some agencies collecting air/ water effluent samples. They give
an impression of being authorised by the Government in this regard. BIWA has not
received any communication from MPCB or other Government bodies regarding such
authorisation. Units are requested to check the identity/bonafides of such agencies
          before passing on any samples.

• Meeting of our Managing Committee with the Executive Engineer, M.I.D.C. on
         19/12/2001 :-
Recently there have been a lot of new/developments about MIDC. However the
present position, in brief, is as follows :-

           a) The Government is yet to agree to any reduction of royalty charge by
irrigation department. All the Associations of Maharashtra are still making
efforts for results in this direction. Hence there is no decision regarding roll
for results in this direction. Hence there is no decision regarding roll back of
hike in water charges till date.

            b) BIWA has again impressed upon MIDC not to resort to any average billing
                 for working meters.

Reg.: Connected Load - M.S.E.B. :-
Many members are receiving letters from MSEB for payment of Penalty arising out of
connected load and Sanctioned Load use of Capacitators by industrial consumers
from our area. Members have made representations to MSEB on this subject and they
are under consideration. We would like to advise the members as under : -

          i) Inspection Department of MSEB has found that in many cases connected
load is in excess of Sanctioned Load which gives rise to recovery of arrears
penalty. Members are hereby advised that equipment which is not in use
should be indicated on a label attached therewith. The machinery not in
use should be indicated on a label attached therewith. The machinery
which is actually required for production should be connected to power
supply. This will save manufacturers from penalty arising from excess
               connected load.

ii) Members are also penalized for want of Capacitators or non-working of a
capacitator. All members are advised to use capacitators in their own
interest as it saves power consumption and reduces the bill of power to
the benefit of users. Members should use a capacitator of the capacity
of 1/3 KVR of the industrial load. ( excluding resistive load i.e. power
used to run ovens etc.) Similarly it is necessary that capacitator should
be in working condition all the time. It should be periodically checked
and a report be submitted to MSEB about its working. This will save
users from penalty and also they will save in energy bill.

Members are advised to take precautions to avoid any sort of penalty by
MSEB. Members will have to be very alert and take proper precautions to
avoid penalty. Please take prompt action in this matter.
